Am I entitled to a pay increment?
Unless you are at the top of your grade, then you may be due an increment, which will be paid on 1 April.
Casual employees do not get incremental pay rises.
Can I carry annual leave into the following year?
In exceptional circumstances, a maximum of five days leave can be carried forward to the next holiday year.
Absence through sickness is not normally regarded as justification for carrying leave over.

How do I apply for the long service award?
As long as you have a minimum of 25 years' local authority service, 20 years of which is with Shropshire Council or any of the preceeding district and borough councils, then you don't need to apply for this award as the process will be triggered automatically when you leave.
The Employment Services team will write to you with further information.
How do I claim holiday pay for overtime or additional hours worked?
When an employee works overtime or additional hours, or receives other pay allowances on a regular basis, it should be reflected in holiday pay. Please refer to the Casual Worker and Additional Hours Guidelines.
This will be the case where the hours worked meets the definition, of being ‘regular and part of an emerging or sufficiently settled and identifiable pattern of work’, for example this may be weekly, monthly or a quarterly basis.
Examples include:
1. An employee who has worked regular overtime every week for the past three months. Periods of sickness or holiday would not affect eligibility.
2. An employee who has consistently worked overtime to meet seasonal demand in the service area, for example an employee has normally worked 2 hours overtime every week between 1 December and 31 March.
3. An employee who has consistently worked a regular pattern of overtime/ standby or been on call in accordance with rota responsibilities.
When regular additional hours are worked, if it is claimed on Timecode T005R holiday pay will automatically be added and paid at a rate of 12.07%.
How do I find out which contribution rate I pay?
Employees can view their pension contribution rate on their payslip.
To access your payslip, please log into the ERP and navigate to;
Your Employment > Personnel Information
Once this screen has loaded up, click on the blue paper clip in the top right hand corner of the screen.
To see previous payslips easily, at the top of the new screen, Change view to ‘List’ and click in the relevant pay slip.

NJC Pay award 2024 FAQs
1. When is the pay award effective from?
The pay award is effective from 1 April 2024.
2. I am leaving before the pay award will be processed (November 2024) but I believe I am entitled to it, will it be paid to me automatically?
No. If you leave your employment with Shropshire Council before the date the payment is made, any back pay you are due will not be automatically made to you. In this case you will need to send an email to payroll.notifications@shrosphire.gov.uk.
In the email you will need to provide your Resource ID, and a line of information requesting the pay award back pay. You will also need to confirm that your payment details have not changed from the ones we had recorded for you at the time you left employment. Please note that leavers arrears will not start to be processed until January 2025.
3. My payment details have changed but as a leaver I can’t log on to ERP to change them.
If after leaving Shropshire Council you have changed your payment details, you will need to provide them in the following format: send an email to payroll.notifications@shropshire.gov.uk requesting your backdated pay award, and supply your Resource ID. In addition to this, please provide your new payment information (account and sort code) on a handwritten piece of a paper, along with confirmation of your date of birth and then add the following authorisation: “I authorise Shropshire Council to change the payment information held on the ERP system to the new information I have provided in this letter”. This needs to be signed and dated by yourself. You can then take a picture of this and save the image as an attachment to the email. Payroll will not accept the above information if it has been typed into the body of the email.
4. I am not on an NJC Grade, will I receive a pay award?
This pay award applies to all staff that are on NJC Grades and Pay Scales.
5. What is the pay award increase?
- With effect from 1 April 2024, £1,290 (pro rata for part-time employees) to be paid as a consolidated, permanent addition on all NJC pay points 2 to 43 inclusive (Grade 1, SCP2 to Band 13, SCP 43)
- With effect from 1 April 2024, an increase of 2.50% on all pay points (pro rata for part-time staff) above SCP 43, those on Band 14 and 15
- • With effect from 1 April 2024 an increase of 2.50% on allowances
6. I am on the Soulbury Pay Scale, will I receive a pay award in 2024?
The Soulbury pay award is still to be nationally agreed. Further communication will follow as we receive updates.
7. I have paid Student Loan this month, but don’t usually earn enough to pay it, can I get a refund?
Student Loan deductions are calculated in the month of payment. If when we reach the end of the financial year (5 April 2025) you believe you have overpaid Student Loan payments over the course for the financial year, you should contact the Student Loan Company and request a refund directly from them.
8. I have a Court Order payment on my payslip and have paid more on my Court Order than usual.
- If you have a Court Order that has been set up to make a deduction as a percentage of pay, then this will be calculated in the same way in the month you receive your pay award
- If you have a Court Order that is set up to deduct a defined amount each month, then this will stay the same in the month you receive the pay award.
9. I don’t usually pay National Insurance and I have because of the pay award.
National Insurance payments are calculated in the month that your pay is made. If due to the pay award you have earned enough to pay National Insurance, then this will be applied. Payroll cannot spread these payments out.
10. I have paid more tax this month than usual.
Tax payments are based on the Tax Code you have.
- If you have a cumulative code (for example 1257L) then you will pay more tax in the month of the pay award, but you will see in the following months your tax payments adjust to compensate for this
- If you have a Week1/Month1 Tax Code, your tax will be calculated in the month that your pay award is received
Backpay on the pay award will impact people in different ways, in some cases, the back pay may cause employees to enter a different tax banding. It's your responsibility to ensure your tax code is correct to ensure you are paying the right amount of tax.

11. I am in receipt of Universal Credit and the pay award has affected my claims.
If you receive Universal Credit the amount you get changes if your take-home pay changes. This includes backdated pay.
If you get additional pay within a Universal Credit assessment period your Universal Credit payment may be less than you normally receive, or your income may be too high to qualify for a payment.

We are not able to offer payment by instalment for back pay resulting from the pay award.

12. I have a Bought Annual Leave deduction on my record, will the pay award affect the payments?
No. Your Bought Annual Leave payments will remain as per the agreement your signed up to.
13. I am in receipt of an honorarium, will it increase/decrease?
If you have been/are in receipt of an honorarium that falls with the pay award period, payroll will be recalculating these and applying back pay for any that are due. Backpay due will be processed in January 2025.
14. If when the pay award is applied, I move into a higher band for Pension payments, will this be automatically applied?
No. Pension re-banding is an annual exercise that is done each year. This is done by payroll on April 1 each year.
15. I am on notice and due to take Redundancy on a date before the Pay Award is paid and have received a calculation before it was agreed, will I receive a new calculation based on the new rates of pay?
No. Your calculation has been based on the pay you received at the point your notice was issued, i.e. the before the pay award was agreed.
16. There is a sick absence calculation on my payslip, but I have not been sick for a long time.
Payroll will run back pay back to the 1 of April 2024, if you have had any paid or unpaid sick absences in that period, then the ERP system will pick them up and recalculate these.
17. I have been on maternity, adoption or surrogacy leave during the time that the pay award has been backdated to, why are there manual calculations on my payslip?
If you were in receipt of maternity, adoption, or surrogacy payments during the period of pay award back pay, you will see calculations for maternity pay to adjust for the new pay rates. Any arrears will be paid in January 2025.
18. I have worked additional hours at a non NJC rate, will the pay award be applied to these hours?
No. The pay award is only for hours claimed at recognised NJC rates.
19. I have worked and claimed for sleep ins as part of my role, will the rate change?
The sleep in duty payment will increase to £41.78 from 1 April 2024. Payroll will run backpay back to the 1st of April 2024, if you have been paid and sleep in payments during that period, then the ERP system will pick them up and recalculate these.

What are the monthly deadlines for payroll information?
Payroll will not be able to accept any work or tasks authorised, requested or submitted after the monthly deadline date, and any late work received after the deadline will be processed for the next month’s payroll.
Please ensure authorisation is done in the ERP in advance of the payroll deadline (if this is applicable) and check your notifications to ensure that these have not been rejected due to errors – rejected forms will need to be resubmitted and authorised in line with the above deadlines.
Monthly deadlines for the authorisation of timesheet and expense claims only is the 6th of the month, which applies to both 20th and 31st payroll.
Corporate payroll
Payroll deadline is the 2nd of each month (not including timesheet and expense claims, see above for the deadline), until further notice.
31st / Education payroll
Payroll deadline is the 9th of each month, including PR28 submission but not including ERP timesheet and expense claims (see above for the deadline), until further notice.
What is time off in lieu (TOIL)?
This is an alternative to paying for overtime falling under the ethos of annualised hours and flexible working. This should be arranged at a time that is convenient for the employer.
What's the long service award?
This award is only applicable to those employees over the age of 55 who are retiring or are leaving the council through redundancy.
Employees must have completed a minimum of 25 years of local authority service, of which 20 years must have been in the employment of Shropshire Council or its preceding district and borough councils.
Service with any other local authority or the National Health Service, from which the employee has statutorily transferred from or been appointed to Shropshire Council as a result of statutory amalgamation or reorganisation, will also count.
Employees can choose from a list of approved suppliers, a durable personal article, at a cost not exceeding £150 exclusive of VAT. The retailer will invoice Shropshire Council direct. Please note the cost of the long service award is met from the team budget.
